PayPal recurring payments are charges a customer authorizes a business to collect through PayPal on a schedule, without approving each payment. PayPal calls them automatic payments, and its user agreement treats "billing agreement," "subscription," "recurring payment," "reference transaction," and "preapproved payment" as examples of the same arrangement.

Customers manage them under Settings, then Payments, in their PayPal account. Merchants create them with PayPal Subscriptions, PayPal's product for plans, trials, and automated billing. This guide splits by audience: customer steps first, then merchant setup, fees, failed payments, and a short summary of dispute rules with links to our deeper PayPal guides. Find, Update, and Cancel PayPal Automatic Payments

PayPal's automatic payment help page describes the feature as saving PayPal as your preferred way to pay a merchant, including for transactions scheduled in advance. To manage one, work from the merchant's entry:

  1. Find it. Log in, open Settings, then Payments, then Subscriptions and Saved Businesses or Automatic Payments, and pick the merchant. In the app, use Manage finances, then Subscriptions. A new subscription can take a few hours to appear and should show after its first payment.
  2. Update it. Open the merchant, choose Change Payment Method, select or link a card or bank account, and save.
  3. Cancel it. From the same merchant page, cancel the automatic payment.

Three rules matter before you cancel. First, under PayPal's user agreement, a personal account can cancel a recurring automatic payment 3 Business Days or more before the next scheduled payment. Second, cancelling or unlinking in PayPal may not end the contract: PayPal's guide to canceling recurring payments says unlinking typically does not cancel the underlying subscription, so you also contact the business. Third, PayPal lists two fallbacks if the merchant will not act, a request to your card issuer or a stop payment order at your bank, and notes both usually expect you to try the merchant first.

If your preferred payment method cannot cover the full amount, for example because of fraud risk, insufficient funds, or an expired card, the user agreement authorizes PayPal to charge what is available and then the remainder to your backup payment method. PayPal's help pages describe automatic payments as an agreement with a merchant, not as a scheduled transfer to a person, so a repeating payment to an individual needs that person to bill you through a subscription.

How to Set Up PayPal Recurring Payments as a Merchant

To set up PayPal recurring payments, use a PayPal business account, create a product and a plan, and add a subscribe button or API call to checkout. PayPal says subscriptions are built into PayPal Checkout and Expanded Checkout, launched from Business Tools. Which method you use depends on whether PayPal or you triggers each charge.

For the Subscriptions route, the integration guide follows four steps. Build them in the sandbox first:

  1. Create the product and plan. In the dashboard, open Subscriptions and choose Create Plan, or call the Catalog Products and Subscriptions APIs. A plan sets the billing cycle, price, trial, optional one-time setup fee, and payment preferences.
  2. Set the failure preferences. The plan's payment_preferences hold auto_bill_outstanding, setup_fee_failure_action (CONTINUE or CANCEL), and payment_failure_threshold. The next section explains each.
  3. Add the subscribe button. Use the PayPal JavaScript SDK. A subscription waits in APPROVAL_PENDING until the customer returns to your site after approving.
  4. Register webhooks. Listen for the subscription webhook events: BILLING.SUBSCRIPTION.ACTIVATED, BILLING.SUBSCRIPTION.PAYMENT.FAILED, BILLING.SUBSCRIPTION.SUSPENDED, BILLING.SUBSCRIPTION.CANCELLED, PAYMENT.SALE.COMPLETED, and PAYMENT.SALE.REVERSED, and drive product access from them.

Plans support fixed, volume-based, and tier-based pricing, free or discounted trials, subscriber-initiated upgrades and downgrades, and pause and resume. The Subscriptions API also exposes suspend, cancel, activate, and capture calls. Customers manage their own subscriptions and payment methods in PayPal's Automatic Payments settings.

Charging a saved credential while the customer is absent is a merchant-initiated charge, so keep the consent record described in our guide to card-on-file transactions. PayPal Recurring Payments Fees

PayPal Subscriptions has no monthly fee and no setup fee, and each payment costs 3.49% + $0.49 per USD transaction. PayPal notes the fixed fee varies by currency and international transactions add a percentage fee. The rates below come from PayPal's merchant fees page (shown as updated October 1, 2026) and Braintree pricing. PayPal's recurring page quotes one rate, so confirm in your account which rate applies when a subscriber pays by card.

On a $20 monthly plan paid from a US PayPal account, PayPal's fee is $0.70 plus $0.49, or $1.19 (5.9%). If the buyer wins a dispute, you refund the $20 and PayPal keeps the $1.19, because its user agreement says that when you refund a transaction it retains the fees you paid. The Standard Dispute fee is a separate charge. It does not apply to a claim worth less than twice the fee, so a lost $20 renewal costs $21.19, while a lost $50 renewal also carries the $15 fee unless another exclusion applies. What Happens When a PayPal Recurring Payment Fails

When a PayPal subscription payment fails, PayPal retries it every 5 days, up to twice per billing cycle. If the second retry fails, PayPal counts one payment failure and adds the amount to the outstanding balance for the next cycle. Once failures reach the payment_failure_threshold you set, the subscription is suspended, per PayPal's payment failure documentation.

If the setup fee fails, setup_fee_failure_action decides whether the subscription continues or is canceled. PayPal's own example uses a $10 monthly plan with a threshold of 2: a failed payment and two failed retries move $10 into the next month, and a failed $20 charge then reaches the threshold and suspends the subscription.

  • On PAYMENT.FAILED, email the customer a link to update their PayPal funding source before the next retry.
  • On SUSPENDED, restrict access and show a clear way to reactivate.
  • After the customer fixes the payment method, capture the outstanding balance so you do not lose the missed cycle.
  • Track recovered failures separately from won disputes in your reporting.

PayPal's retry schedule is short and fixed, so wrap it in a smart dunning management sequence that also covers the card network retry limits we do not restate here. Payments that never recover count as involuntary churn, and when a card is the funding source, the credit card decline codes tell you whether a retry can work.

Cancel, Suspend, and Refund: What Actually Ends Billing

A customer cancelling in PayPal, a merchant cancelling through the API, and a suspension after failed payments are three different outcomes. Subscribe to BILLING.SUBSCRIPTION.CANCELLED so your records follow PayPal's status, and offer a cancellation route inside your own account area. A customer who unlinks PayPal may believe the subscription is over while you keep billing, and customers who cannot cancel with you are the likeliest to dispute. Disputes and Seller Protection on PayPal Recurring Payments

The 20-day figure that circulates for PayPal disputes is the buyer's escalation window, not your response time. These are the rules as PayPal states them for US sellers.
