A customer can escalate a dispute to a claim or file an outright chargeback. The buyer's card issuer can also file a chargeback in cases of authorization discrepancies, payment processing errors, or suspected merchant fraud (a “bank chargeback”). Sometimes the issuer first requests more detail through an Inquiry or Retrieval, overseen by the card network rather than PayPal. If the issuer finds merit, following the same internal review banks use to process disputes generally, it awards the buyer a conditional credit and lodges the chargeback through the card network, which forwards it to PayPal with a reason code.
Fase 2: PayPal notifica al comerciante
PayPal opens a case in the Resolution Center and may hold the disputed funds. Before deciding, review the allegation, evidence, response eligibility, potential fees and Seller Protection status. Use your chargeback management workflow to challenge supported, eligible cases when expected net recovery justifies the effort; accept valid claims. The initial response is not automatically a pre-arbitration appeal.
Stage 3: Merchant Response
Respond by the deadline and through the actions shown on the actual case. Tailor records to the reason code, such as tracking, delivery proof, refund confirmation or service-use records. Follow the case’s upload and text limits instead of assuming every PayPal process has one ten-day response period or a universal character limit. Our guide on how to win PayPal chargebacks shows which evidence fits each case type.
Fase 4: PayPal revisa la réplica
For a card chargeback, PayPal helps forward the transaction evidence to the card issuer, which decides the outcome. For an internal PayPal claim, PayPal evaluates the evidence under its own process. Keep the two case channels separate.
Stage 5: Case Decision
PayPal’s U.S. help guidance says a buyer’s card company can take up to 75 days to resolve a chargeback. Reconcile the final case result, funds and fees in the account record. If the case is eligible for Seller Protection or further review, follow the options PayPal actually provides; a favorable case decision does not itself guarantee an account restriction will be lifted.
Stage 6: Check Whether Further Review Is Available
Read the decision and ask PayPal which further response, appeal or network escalation is available for that case, including deadlines, evidence and costs. These options depend on the channel and stage; do not assume every card chargeback has two merchant appeals.
Stage 7: Keep Internal Appeal Labels Separate From Card Stages
PayPal’s internal dispute lifecycle reference uses CHARGEBACK for an internal claim and PRE_ARBITRATION / ARBITRATION for appeal stages. Those API labels do not establish that a merchant’s card chargeback has reached formal network arbitration. Confirm the actual card case stage with PayPal.
Etapa 8: Resolución definitiva sobre la devolución
Record the final outcome and match returned funds, fees or later adjustments to the transaction. If formal network arbitration is available, confirm its applicable rules and costs before proceeding; this guide does not predict which party will win.
PayPal’s internal dispute API distinguishes a lifecycle stage from a case status. The status tells you whether action is currently available; use the Resolution Center notice or the API’s returned action links. Internal claim/appeal labels should not be treated as a mandatory sequence of card-network stages:

Use the deadline shown in the actual Resolution Center notice or dispute record. Internal PayPal inquiries, claims and card-issuer chargebacks can have different response periods and available actions.
PayPal’s U.S. guidance says a buyer’s card company can take up to 75 days to resolve a chargeback. For internal claims, PayPal says decisions usually take 14 days, with some taking 30 days or longer. These are different processes, not one universal completion deadline.
PayPal’s U.S. card-chargeback guidance describes filing within 180 days of the transaction. Check the actual card network, reason and case notice; special circumstances can affect filing rights, so do not treat that example as a comparison against one universal card-network window.
