PayPal Chargeback Fraud: Prevention Guide for Merchants

TL;DR:

  • Check whether the buyer opened a PayPal dispute, a claim, or a card-issuer chargeback. Each has its own process.
  • Seller Protection has limits. Check the claim reason, payment status, shipping address, and proof rules for your sale.
  • US fees depend on the payment route: $15 standard or $30 high-volume Dispute Fees, or a separate $20 Chargeback Fee. Exceptions apply.
  • Verify payments in your account, save order and delivery records, and check existing refunds before you respond.

To reduce PayPal chargeback fraud, check the payment before shipping, protect your delivery evidence, and respond to the reason for the claim. Seller Protection can help with eligible losses, but its scope depends on the claim. First, check who is handling the case: PayPal or the card issuer.

Scope: US PayPal accounts. Policy and fee sources checked November 4, 2026. Check the rules for your account country, payment product, and case.

How Do PayPal Chargebacks Work?

PayPal is a payment service provider with its own dispute process. A buyer can also challenge a card-funded payment through their card issuer. Each route has its own rules and decision maker. Our chargeback meaning guide explains the wider card-network process.

Geschil

You and the Buyer Talk

Use the Resolution Center to address the complaint. An unresolved dispute closes after 20 days unless someone escalates it to a claim.

Bewering

PayPal Reviews the Case

PayPal reviews the facts and decides the claim. Send the proof it asks for by the date shown in your case.

Terugboeking

The Card Issuer Decides

The buyer disputes a card payment with their issuer. PayPal can pass your response to the issuer. You still send your proof through the PayPal case.

Check the PayPal Resolution Center for the case type and response date. There are three clocks to track: when a buyer can file, when you must reply, and when a decision is due. Each serves a different purpose.

For more on the process, see PayPal's help center. For an open case, follow the dates in its notice.

Which Cases Can Seller Protection Cover?

PayPal Seller Protection may let you keep the purchase amount on an eligible transaction. The claim reason and filing route matter. Use this screen first, then check the full rules for your sale.

Potentially Covered

Unauthorized Payment

An eligible unauthorized payment may qualify, including some card-funded chargebacks. Check the status in Transaction Details and send the proof PayPal needs.

Potentially Covered

Item Not Received Through PayPal

An eligible claim filed through PayPal may qualify. For physical goods, keep delivery proof tied to the address in Transaction Details.

Excluded From This Program

Two Important Gaps

Seller Protection excludes Significantly Not as Described claims and card-issuer Item Not Received chargebacks. Other exclusions also apply.

Sources: PayPal's coverage summary and PayPal's Seller Protection policy, updated January 26, 2026.

For physical goods, ship to the Transaction Details address. A later reroute to another address can also remove coverage. Send the records PayPal asks for on time. The status label does not replace the other rules. Our PayPal Seller Protection guide explains the terms.

The rules set a shipment cutoff for unauthorized cases. They exclude goods sent after PayPal tells you not to ship them. A claim notice is not a green light to release a flagged order.

Seller Protection and Chargeback Protection Are Different

PayPal also offers optional Chargeback Protection for eligible business accounts using Advanced Debit and Credit Card checkout. It has its own terms, fees, loss caps, and proof rules. Check whether you have the service before relying on it. Some claim types remain outside its scope.

How Do You Spot PayPal Chargeback Scams Before Shipping?

Look at the full order, not just one warning sign. A new buyer or an address abroad does not prove fraud. Check the payment, past orders, and buyer messages to decide what needs review.

Verify a Payment in Your Account, Not an Email

Open PayPal directly and locate the transaction in Activity. An email or screenshot does not prove that you were paid. PayPal's phishing guidance warns about fake payment notices and requests to email tracking numbers.

A real PayPal payment can be on hold. For some holds, tracking can help release funds once the carrier confirms the item arrived. Check the status and next steps in your account. PayPal explains these options in its payment-hold guidance.

Keep Address Changes Inside a New Transaction

If a buyer asks for a different delivery address, agree on a refund and a new payment with the right address. Do not simply edit your shipping label. Save the buyer's request and check the new Transaction Details before you ship.

Handle Overpayments Through the Original Payment

Pause if a buyer says they paid too much and asks you to send money elsewhere. Check whether the money arrived. If you need to refund, use the refund tool on that payment. Then ask for a new order at the right price. Do not send the money to a new account.

Separate Account Theft From a False Buyer Claim

Stolen login details can lead to a valid claim for an unauthorized payment. A buyer may also make a false claim after receiving a valid order. Both can cause losses, but the evidence differs. Check the facts before you call a buyer a fraudster.

Our guides cover broader chargeback fraud and friendly fraud. Explain what your records show, including any real fault with the bill or shipment.

Build a Prevention Workflow Your Team Can Repeat

Before You Accept the Order

Show clear product details, shipping dates, refund terms, and a name buyers will know. Set up secure staff access to your PayPal account.

Before You Release Goods

Check payment status and orders that look out of place. Save the shipping address and protection status. Clear up doubts before you ship, within the dates you promised.

After Fulfillment

Keep tracking, proof that goods arrived, and the order in one place. For digital goods, save proof of access or use linked to the buyer and sale.

When a Complaint Arrives

Give each case one owner. Check shipment, refund, and dispute status before you act. Fix real service faults and gather proof for claims you can contest.

Make this part of your chargeback management and ecommerce fraud prevention process. Review recurring causes such as late deliveries or unclear billing names, as well as your win rate.

Separately, chargeback alerts can help you act early on covered card payments. Check which payments your provider supports. These alerts are distinct from the notices PayPal sends about open cases.

If you accept orders through shopping agents, keep proof of the buyer's consent and order details where you can. Plan which records you need to save. See our guides to AI agent chargeback liability and agentic commerce chargebacks. Using an agent does not, by itself, tell you whether PayPal will cover a claim.

How Do You Fight a PayPal Chargeback?

Open the case, read the reason, and record the response deadline. Check Seller Protection as well as the facts you will send in response. Both may help you keep the funds. You must still send the proof PayPal asks for on time.

Use PayPal's chargeback evidence guide and the case instructions. Send a clear response with the proof you have in one submission. You may not get a second chance to add records.

Swipe to compare the evidence by dispute reason.

Editorial checklist based on PayPal's evidence categories. Follow the case-specific request; these records do not guarantee a win.

A scan showing an item arrived does not prove the buyer agreed to pay. A login does not prove a service matched what you sold. Explain how each record answers the dispute reason. For Item Not Received claims, connect the delivery record to the disputed order.

For digital goods, link your records to a buyer or payment ID. Save when the item was sent, received, or accessed. A screenshot of an active account may lack that link.

Use a Short, Factual Case Summary

Only state what your records support. Our chargeback response template and guide to win PayPal chargebacks offer more response guidance.

Check Existing Credits Before Refunding

If you already refunded the payment, include the refund reference and status. If a chargeback is open, follow that case's instructions before you send more money back. Use one shared record so support and finance do not both refund the same loss.

For a PayPal dispute, the Resolution Center refund flow supports full or partial refunds. A full refund closes that dispute; a partial offer needs buyer acceptance. Payment receiving fees are not returned. A card-issuer chargeback follows its own process.

Bank chargebacks follow the issuer's decision process. If you lose, check the next steps shown in that case. Do not assume every bank decision has a PayPal appeal route.

What Are PayPal's US Chargeback and Dispute Fees?

Start with how the payment was processed. A card issuer can handle a case that still falls under PayPal's Dispute Fee rules. Where the buyer files is only part of the picture.

PayPal Account or Guest Checkout

Dispute Fee

$15 / $30 USD

$15 standard or $30 high-volume, subject to applicable exceptions. This route can include PayPal claims, issuer chargebacks, and bank reversals.

Card Processing Outside Those Routes

Terugboekingskosten

$20 USD

The listed fee for card chargebacks on transactions outside a buyer's PayPal account or PayPal Guest Checkout. Separate protection terms may affect the charge.

US account schedule, USD transactions, checked November 4, 2026. Other currencies and account countries have different amounts. Sources: PayPal US merchant fees and Dispute Fee scope.

The high-volume threshold is a dispute ratio of at least 1.5% and more than 100 sales in the previous three full calendar months. Check PayPal's reported ratio and applicable tier. A case can still count toward the ratio even if PayPal waives the fee.

Winning can exempt a case from the Standard Dispute Fee. There are fewer ways to avoid the High Volume Dispute Fee. For the separate Chargeback Fee, the US agreement says the fee applies regardless of the buyer's success. Do not promise your finance team that every win returns the fee.

See the US user agreement, updated September 14, 2026, for fee exceptions and ratio rules. Keep dispute fees separate from the original processing fee, reversed sale, goods cost, and staff time.

Measure Your Own Exposure

Track cases by payment route, reason, value, protection result, and final outcome. Add handling time and fees. This helps you see whether a shipping issue, billing error, or fraud pattern drives the cost.

Broad fraud totals are context. PayPal's online-fraud research summary cites an August 2022 Ponemon study. Mastercard's June 2026 chargeback research update includes a global forecast of 286 million chargebacks for 2026. Neither is a current measure of losses among your PayPal customers.

Veelgestelde vragen

What Happens If Someone Files a PayPal Chargeback?

The card issuer opens the case and PayPal notifies you. Review the reason and respond through the case before its deadline. PayPal can help send evidence to the issuer, which decides the chargeback. Check Seller Protection on its own terms, too.

Can You Prevent Every PayPal Chargeback?

No. Buyers can still raise disputes over fraud, delivery, or billing problems. Clear terms, sound order checks, goods that arrive on time, and prompt support can reduce these cases. Keep evidence for the cases that remain.

Can a Seller Win a PayPal Chargeback?

Yes, but the facts and proof matter. Match your response to the reason given and meet the deadline. Save proof of refunds and delivery, and check the protection rules. Tracking alone does not settle all claims.

How Long Does a PayPal Dispute or Chargeback Take?

PayPal usually decides claims within about 14 days, though some take 30 days or longer. Its chargeback evidence guide says an issuer may take up to 75 days to decide. These are decision timelines, not your response window.

Does Friends and Family Prevent Chargebacks?

Do not use personal payments as a way to protect commercial sales. PayPal's US Seller Protection excludes friends-and-family payments. Use the correct payment type for your sale and follow the applicable terms.

How Long Can a Buyer Open a PayPal Dispute?

Under the US Purchase Protection rules, Item Not Received disputes have a 180-day window from payment. For Significantly Not as Described, the limit is 30 days after delivery or fulfillment, or 180 days from payment, whichever comes first.

Card-issuer deadlines follow their own rules. Check the US Purchase Protection terms and keep your case-response deadline separate from the buyer's filing window.
