TL;DR:

  • Dispute: the cardholder contests a charge with their bank; at Stripe a formal case debits the amount plus a $15 fee in the US.
  • Chargeback: the money the bank pulls from the merchant, held until the issuer decides, usually 60 to 75 days after evidence.
  • Refund: money the merchant chooses to send back, the cheapest exit before any case opens.
  • Representment: your evidence reply, due within about 7 to 21 days, and the only way to win the funds back.

A dispute is a cardholder challenging a card payment with the bank that issued the card. Many providers use "dispute" and "chargeback" for the same formal case. Chase, for example, defines a dispute as "also known as a chargeback." Outside cards, a payment dispute can also run through ACH, PayPal or buy now, pay later rules, each with its own decision maker.

A chargeback is the debit taken from the merchant when a dispute is filed. Stripe describes it as the action the cardholder's bank takes to debit the business's account, with the funds held until the dispute is resolved. The debit comes before the final decision, not after it.

A refund is a return of the payment that the merchant chooses to send. The merchant starts it. The payment still moves through the card networks and the customer's bank like any other transaction.

Representment is the merchant's evidence response to a dispute. In most cases a merchant can challenge a disputed payment with evidence before the deadline. Some disputes cannot be challenged under network rules or local regulations. If a cardholder disputes a purchase they made (friendly fraud), it often costs less to prevent friendly fraud than to fight it with representment.

Some networks add a preliminary step, often called an inquiry, a retrieval or a request for information, before a formal case. For the broader mechanics, see what a chargeback is.

What Is a Chargeback Dispute?

A chargeback dispute is the formal case a card issuer opens when a cardholder contests a payment and the bank pulls the funds back from the merchant. It starts as the cardholder's dispute, becomes a chargeback when the money moves, and ends with the issuer's decision after any representment.

Each term names one stage of the same case. The chargeback process step by step shows every stage and who acts at each one.

Example: From Customer Complaint to Final Outcome

This example uses assumed amounts and Stripe's US fees. It does not apply to every merchant, and not every case passes through every stage.

  1. Order. A customer pays $80 for a jacket. The merchant ships it.
  2. Complaint. Weeks later, the customer does not recognize the charge and contacts their bank. On some networks, the bank first sends an inquiry. Responding with evidence or a full refund resolves an inquiry without a dispute fee at Stripe.
  3. Formal dispute. If a formal case opens, Stripe debits the $80 plus a $15 dispute received fee. While the case is open, refunds outside the dispute process are not available.
  4. Response. The merchant has usually 7 to 21 days, depending on the network. A response triggers a $15 countered fee.
  5. Final outcome. The issuer typically decides within 60 to 75 days. If the merchant wins, the $80 and the $15 countered fee come back, and the $15 received fee does not. If the merchant loses, nothing comes back.

The full lifecycle can take 2 to 3 months, per Stripe. Fee amounts differ by processor and country, so compare them in the chargeback fees guide.

Chargeback vs Refund vs Authorization Reversal

These three move money differently. The difference is who starts the action and whether the payment has settled.

A payment reversal before settlement is the cheapest exit. For the refund side in more depth, see how a chargeback compares to a refund.

Wat houdt het in om een transactie te betwisten?

To dispute a transaction means a customer challenges a charge on their card with their bank. The reason can be an unrecognized charge, a billing error, or goods that never arrived.

If a statement shows a charge as disputed, the bank has opened a review under the card network's rules. Many issuers give the cardholder a provisional credit during the review. The cardholder repays it if the bank rules for the merchant.

Whether funds and fees are already affected depends on your provider's case terminology and process. A pre-dispute alert such as chargeback alerts gives you a chance to refund before a formal case opens.

How Does Representment Work?

Representment is the merchant's response to a chargeback. It follows four steps:

  1. Notice. The processor tells you about the case and the deadline. Not responding counts as accepting.
  2. Evidence. You gather compelling evidence that fits the dispute reason, such as delivery confirmation, authorization data or customer communication.
  3. Submission. You submit it through your processor before the deadline. Stripe says a customer's withdrawal claim does not close a dispute until you also respond with evidence.
  4. Decision. The issuer decides. The outcome is final in Stripe, which does not support arbitration. Other processors may offer pre-arbitration, so check yours. The pre-arbitration chargeback guide covers that next round.

See the chargeback time limits for deadline details and the chargeback dispute management guide for the full response workflow. For evidence rules, response windows and win-rate benchmarks, see chargeback representment.

How Merchants Keep Disputes From Becoming Chargebacks

Volume is rising. Mastercard and Datos Insights research (updated June 2026) projects 286 million chargebacks in 2026 and 359 million a year by 2029, up 37% from 2025. Around 45% of merchant chargeback volume globally is fraudulent, both third-party and first-party (2025 data).

Card-network monitoring uses more than a chargeback-only ratio. Since April 1, 2026, the standard Visa VAMP Excessive Merchant test in the U.S., Canada, Europe, Asia Pacific and Latin America needs both a ratio of at least 1.5% and at least 1,500 fraud reports plus disputes in a month. The CEMEA threshold stays at 2.2%.

The VAMP ratio is the combined count of TC40 fraud reports and TC15 disputes divided by the count of settled card-not-present VisaNet transactions (TC05). Regional and acquirer criteria differ.

For Visa, certain pre-dispute resolutions and qualifying CE3.0 fraud reports are excluded, depending on extract timing; one transaction can generate both a fraud report and a dispute. Winning a case generally does not remove its report. Confirm the applicable criteria, exclusions and consequences with your acquirer. See Visa’s VAMP fact sheet for regional criteria and reporting exclusions.

Prevention and evidence recovery serve different purposes. Three habits help:

  1. Answer customers first. Resolve complaints before the customer calls the bank.
  2. Act on early warnings. Refund, or respond to inquiries quickly, when the case is weak.
  3. Keep evidence ready. Store delivery, authorization and communication records for every order.

FAQs About Chargebacks, Disputes, Refunds, and Representment

What does dispute transaction mean?

It means a customer challenges a transaction with their bank. Your provider's case terminology and process decide whether funds and fees are already affected. At Stripe, a formal dispute debits the amount plus a fee.

Does a dispute mean a refund?

No. A dispute is not a refund. The cardholder may get a provisional credit while the bank reviews the case, but the final decision decides who keeps the money.

Is a chargeback the same as a dispute?

Often the terms overlap. Chase calls a dispute "also known as a chargeback." Stripe uses chargeback for the bank's debit of the merchant's funds. Check your processor's wording rather than assuming a fixed order of events.

Is it better to dispute a charge or get a refund?

For a cardholder, asking the merchant for a refund is usually faster; chargebacks vs refunds compares both routes.

For a merchant, a refund before a case opens avoids the dispute fee. Once a case is open, follow the dispute process. Chase advises against refunding after a dispute starts, and Stripe says refunds outside the process are unavailable while a dispute is open.

Wie lijdt er financieel nadeel bij een terugvordering?

The merchant is debited the disputed amount and usually a fee while the case is open. A win returns the amount. Whether fees come back depends on the processor. Stripe returns the countered fee on a win and never the received fee, unless its contract says otherwise.

Wat zijn geldige redenen voor een terugboeking?

Common reasons include unauthorized transactions, billing errors and goods or services not received as described. Each network's chargeback rules list the reasons it accepts. Disputes filed over a valid purchase are often called friendly fraud.

Wat houdt het in als er bij een terugvordering Zijn in het spel is?

The merchant has responded with evidence, such as delivery confirmation or proof of authorization. The issuer reviews it and decides. Some disputes cannot be challenged under network rules or local regulations.

Does a chargeback count against my ratio if I win?

Stripe states a dispute increases your dispute rate with that card network when it is received. Winning returns the funds, but check your network's monitoring rules to see how won cases are counted.

Hoe lang duurt een terugboeking?

Stripe says the lifecycle usually takes 2 to 3 months. You often have 7 to 21 days to respond, and the issuer often has 60 to 75 days to decide. Chase says a decision can take up to 90 days.

What is a dispute and chargeback service fee?

A dispute and chargeback service fee is the charge a processor or acquirer takes when a dispute is filed against a merchant. At Stripe, a US business pays a $15 dispute received fee when the case opens and a $15 countered fee if it responds. Other processors set their own amounts, so check your fee schedule.

Winnen klanten meestal op chargebacks?

Customers win many chargebacks because merchants often do not respond. Merchants surveyed for Mastercard's 2025 State of Chargebacks report said they won about half of the cases they fought. Win rates rise with timely, reason-specific evidence, as the chargeback win rate benchmarks show.

Know the Term, Choose the Right Exit

A refund before a case opens costs the sale. A formal dispute can debit the sale and a fee immediately. Representment can recover the funds, but only with timely, relevant evidence.
