Skincare Chargebacks: Not-as-Described Claims and Product Evidence

En bref :

  • Visa 13.3 and Mastercard 4853 cover skincare complaints about wrong size, changed formula, damage or broken results promises.
  • Tracking and a return policy rarely win these cases; a saved purchase-time listing matched to the shipped label does.
  • Check the exact results promise and its qualifiers before you decide to fight a did-not-work claim.
  • Send any reaction complaint to your safety owner the same day; MoCRA gives the responsible person 15 business days to report serious adverse events to the FDA.
  • Keep each packet to one claim, labeled exhibits and any credit shown with its amount and date.

A skincare not-as-described chargeback is a card dispute where the customer says the serum, cream or cosmetic they got was different from what you advertised, arrived damaged or defective, or did not do what the listing promised. On Visa it falls under dispute condition 13.3. On Mastercard it sits inside reason code 4853.

Proof of delivery does not answer this claim. To win, show what the customer was promised at the time of purchase, what you actually shipped, and how you handled the complaint.

What Is a Skincare Not-as-Described Chargeback?

It is a dispute about the product itself, not about payment or delivery. The customer says the item they received did not match what they had a right to expect for that order.

The complaint usually takes one of four forms:

  • A fact about the product was wrong, such as bottle size, shade or pack count.
  • The formula or ingredients differ from the listing.
  • The product arrived damaged, leaking, expired or defective.
  • The product did not deliver an advertised result.

Shopify’s chargeback-reason guidance groups defective, damaged and misdescribed goods under its Product unacceptable reason. Other processors use their own labels and prompts. Read the actual case notice instead of assuming one label means the same thing everywhere.

Keep this claim apart from non-delivery, cancellation, refund not processed and unauthorized payment. Your investigation may turn up several issues. Your response should answer the claim and amount actually in dispute, because a pile of unrelated files hides the record the reviewer needs. For a refresher on the basics, see what a chargeback is and how it works.

Which Reason Codes Cover Skincare Quality Claims?

Visa files these cases under condition 13.3. Mastercard files them under 4853, its broad cardholder dispute code, as the defective or not-as-described condition. The evidence you need is close to the same for both networks. The table shows where they line up.

A failed return attempt counts only if you refused the return, gave no return label or clear steps, said not to return it, or stopped responding. The customer must contact or try to contact you, and you refused to adjust the price, repair, replace or refund. For goods, they must tell you the item is available for pickup or return.

The wait does not apply if you refuse the cancellation, return or credit, or if waiting would exceed the dispute time limit. No dispute before day 15: the window opens 15 calendar days after the processing date or the delivery date.

Sources: Visa’s condition 13.3 merchant guidance, the Visa Core Rules (24 October 2026, section 11.11.4), the Mastercard Chargeback Guide Merchant Edition (13 May 2025) and Stripe’s reason code defense requirements. Your acquirer sets the real response cutoff, which is shorter than the network window. See chargeback time limits by network before you plan the response.

For current Visa cases, use section 11.11.4 of the 24 October 2026 edition, now available at the same address as the April 2026 public rules. The section covers condition 13.3 and its response requirements. Two points from Visa’s own merchant guidance matter most for beauty brands:

  • Your return policy does not decide the case. Visa states that a merchant’s return policy has no bearing on disputes under 13.3.
  • Do not send the customer to the manufacturer. Visa tells merchants to try to resolve the issue themselves rather than refer the cardholder elsewhere.

Code lists change, so confirm the current label in the Visa chargeback reason codes and Mastercard chargeback reason codes guides.

How Do You Prove What the Customer Was Promised?

Save the product page as it looked when the order was placed. Include the description, size, quantity, formula, variant, photos, price and offer terms. If an ad or affiliate page drove the sale, save the message shown there too.

Record a capture date, a page or asset ID and a version number. Keep the old copy next to any later fix. A screenshot taken after the complaint shows today’s page. Never present it as what the customer saw unless your records prove the match.

Keep four versions of the record

What was offered

The purchase-time page, ad, variant and any guarantee.

What was ordered

The order line, SKU, quantity, amount and the option the customer picked.

What was shipped

The picked item, label or version, condition and any remedy records.

What you know now

Later changes and findings, clearly dated and never backdated.

Original Chargeflow framework. Keep historical originals and label current information accurately.

One offer can appear in several places. A landing page may promise a full-size bottle while checkout shortens the SKU name. An email may describe a guarantee differently from the returns page. Save each one and flag conflicts. Quoting only the strictest page does not fix a mixed message.

For US health-related ad claims, the FTC’s Health Products Compliance Guidance (December 2022) expects “competent and reliable scientific evidence” behind them. It also warns that testimonials showing more dramatic results than users can generally expect are likely to be deceptive. A dispute packet cannot fix a claim you could not support in the first place.

What Evidence Fits Each Skincare Complaint?

Match the evidence to the exact complaint. Link the order line to the picked SKU, formula or variant, lot or batch, pack size and shipping record. A warehouse scan shows which item was picked. Check whether it proves what went into the final parcel or only an earlier step.

Scroll horizontally to compare all columns.

For each code, tailor your compelling evidence to the reason code rather than sending one generic packet.

Do not ask the customer for sensitive health details to strengthen a payment response. Keep the inquiry in line with the claim. Route product safety details through the team that owns them. The reviewer needs the order facts, not a full health history.

Worked Example: A Bottle Size Changed Between Offers

This case is hypothetical, with made-up IDs and amounts. It shows how to build a comparison. It does not set a required refund or predict an issuer’s decision.

Order SK-118 is one serum for $48. The landing page at the time of purchase says 50 mL. Before fulfillment, the catalog switches to a 30 mL version, and the warehouse ships that one. Tracking shows delivery. The customer disputes the charge because the bottle is smaller than advertised.

30 mL
Size on the shipped label
40%
Less product than promised
$19.20
Pro-rata value of the shortfall

Hypothetical figures. $48 order x 20 mL short / 50 mL promised = $19.20. Illustration only; no outcome is implied.

The current product page and tracking cannot prove the order matched the earlier offer. Pair the original page version with the order line, the catalog change and the shipped label. Then check what remedy you offered or completed.

Here the records show you shipped less than you promised. That makes the claim valid, so record the gap and resolve it through the right case route.

If you had issued a $19.20 partial credit before the dispute, the amount still in question changes. Show that credit clearly, as covered in partial chargebacks. Never present the updated 30 mL page as the original promise.

If the shortfall is a missing item in a curated set rather than a smaller bottle, the beauty box chargeback guide covers item-level evidence.

If the shipped bottle did match the offer, prove it with labeled records. Do not ask a reviewer to decode an unexplained SKU. The same check applies when a promised ingredient, pack size or included tool changes.

Can a Customer Win a Chargeback Because Skincare Did Not Work?

Sometimes. It depends on what you promised. Ask what the customer says the product should have done and where that promise appeared. Compare it with the purchase-time offer and any guarantee. Save the complaint and your reply, and do not invent an explanation of the customer’s experience.

Separate personal preference from a real gap, but do not dismiss every results complaint as buyer’s remorse. A specific advertised outcome, a misleading before-and-after image or a missing qualifier can decide the case. Have the product or claims owner review those materials.

Contest or resolve a “did not work” claim?

Contest when the records show

  • The listing made no specific results promise
  • Results claims carried clear qualifiers, such as typical timeframes
  • The customer never contacted you or asked for a return
  • Your guarantee terms were shown at checkout and were not used

Resolve or accept when

  • An ad or image promised a specific, unqualified result
  • Testimonials showed results beyond what users generally see
  • Your own pages gave conflicting promises
  • The complaint describes a reaction that your safety owner is still reviewing

Editorial decision aid, not legal advice. Have qualified reviewers assess product claims.

FDA’s cosmetic-labeling guidance explains that a product marketed to treat or prevent disease, or to affect the structure or function of the body, including the skin, must meet drug rules even if it also changes appearance.

Leave that call to qualified reviewers. A payments writer or an automated response should not decide that a product is safe, effective or properly classified.

Do not argue that a poor result proves misuse. Do not claim a medical cause from a review or support message. Keep the response tied to what you can support: the purchase, the goods, the promise and the remedy.

What Should You Do When a Complaint Mentions a Skin Reaction?

Send it to your product or safety owner the same day, then handle the payment case on its own track. Irritation, contamination or breakage complaints need specialist review. That review can run while payments works to the case deadline. Record the handoff and keep the evidence, but never turn a payment argument into medical advice.

Under the Modernization of Cosmetics Regulation Act (MoCRA), the brand’s “responsible person” must report serious adverse events to the FDA within 15 business days, according to the FDA’s MoCRA overview. A chargeback that mentions a reaction may be the first time a team hears about it. Your dispute process should flag it, not bury it.

Two tracks for a reaction complaint

1

Capture the complaint word for word

Support records what the customer reported, with dates and photos they chose to share.

2

Route to the safety owner the same day

The product or regulatory lead decides if it is a reportable event.

3

Check the dispute deadline

Payments notes the processor cutoff so the safety review does not run it out.

4

Agree on one remedy

Finance confirms any refund or credit once, so teams do not double-pay.

5

Submit a factual response

The dispute team answers the payment claim without medical opinions.

Original Chargeflow workflow. Safety reporting duties sit with the responsible person, not the payments team.

Keep the two workstreams separate

Product or safety review

Look into the reported concern with the right specialist and keep the product records.

Payment case response

Answer the actual claim, disputed amount, factual exhibits and processor deadline.

A chargeback decision does not establish product safety, effectiveness or regulatory compliance.

Make roles clear. CX records the customer’s account in your helpdesk, such as Gorgias or Zendesk. Product operations checks identity and condition records. The claims owner reviews the promise. Finance confirms credits. The dispute team submits the response. One person coordinates so nobody issues conflicting statements.

If facts are still open, say which records you have and which you lack. An honest gap, such as a missing batch link, beats a neat story. Never create a customer acknowledgment or a historical policy screenshot.

Do Return Policies and Opened Products Stop These Disputes?

No, not on their own. An opened jar may matter under your return policy, but it does not prove the product matched its description. As noted above, Visa says the return policy has no bearing on 13.3 disputes. A final-sale label does not replace the investigation. See how no refund policies hold up in chargebacks for the limits.

When an item comes back, link it to the original order and keep the condition record. A replacement needs its own product ID and shipment proof. A card refund needs a completed processor record. Label any coupon or store credit accurately, since it is not a refund.

If the customer disputes after you already paid them back, follow the steps for receiving a chargeback after a refund.

PayPal’s US Seller Protection terms exclude claims that the item sent is not what was ordered. That exclusion does not mean every such case is lost. Check the route, account country, eligibility and response steps, and see how sellers win PayPal Significantly Not as Described claims.

Some customers use a quality claim to keep the product and the money. Watch for repeat patterns and read about refund abuse warning signs and friendly fraud. Still, treat each case on its records, because many quality complaints are real.

For the general method, use the item-not-as-described guide. This skincare workflow adds the product-version and claims context on top of it.

How Do You Build a Skincare Evidence Packet?

Keep it short and traceable. When the records support a challenge, follow this order:

  1. Name the disputed order, payment and exact claim.
  2. State the purchase-time promise and where it was shown.
  3. Compare that promise with the shipped item using labeled exhibits.
  4. Explain the complaint, any return or inspection and any completed remedy.
  5. State open facts and the amount still in dispute.

Pre-submission checklist for skincare disputes

  • ✓Purchase-time product page saved with a capture date and version
  • ✓Shipped label, lot or batch code and pick record linked to the order
  • ✓Customer complaint and your replies in date order
  • ✓Refund, credit or replacement proof, with amounts and dates
  • ✓Each exhibit captioned with product, date, attribute and source
  • ✓Files in the processor’s accepted format, with no external drive links
  • ✓Submitted version and confirmation saved after filing

Each exhibit should explain itself. “See image” is weaker than a caption that names the product, date, attribute and source. An assembled packet is not proof of submission, and a submitted response is not proof the funds came back. If the issuer rejects your response, review the pre-arbitration chargeback stage before you escalate.

If you sell through Shopify, the Shopify chargebacks guide shows where these records live in the admin.

How Can You Prevent Repeat Skincare Description Disputes?

Track complaints by SKU and offer version, not just by brand. If one campaign drives repeat size complaints, fix that promise across checkout, ads and emails. If a formula change leaves old images live, update the catalog and marketing before the next campaign. Your return reasons as early warning signals often show the problem before disputes do.

If the product ships on a repeat order, renewal timing adds its own risks. Our supplement subscription chargeback guide covers them.

The stakes keep growing. Mastercard projects that chargebacks will cost merchants $36.9 billion worldwide in 2026, rising to $46.1 billion by 2029, with 286 million chargebacks expected in 2026 (Mastercard, updated June 2026, research by Datos Insights).

Visa’s VAMP rules combine a ratio with count thresholds. The excessive-merchant test in the US, Canada, Europe, Asia Pacific and Latin America/Caribbean is at least 1.5% and at least 1,500 counted fraud and dispute events in a month. CEMEA requires at least 2.2%, at least 150 events and at least USD 75,000 in fraud and dispute amount. Compare your numbers with chargeback trends by industry.

The ratio uses settled card-not-present Visa transactions. Visa’s VAMP fact sheet applies these merchant thresholds when the acquirer is not already Above Standard or Excessive, and separately notes that programs for Brazil and Chile will be announced later. Confirm current country and account treatment with your acquirer. Qualifying pre-dispute resolutions and CE3.0-qualified TC40 fraud are excluded subject to data-extract timing.

Track the share of cases with a saved purchase-time offer, the share with a full shipped-product match, the time spent waiting for product records and remedies completed as promised. Compare mature groups with the same reason and product scope. Do not turn a small sample into an advertised win rate.

Some complaints can be settled before they turn into disputes. Chargeback alerts give you a short window to refund a flagged order, which can stop the chargeback from being filed. Use that window when the records show you shipped the wrong item.

Should you refund or fight? Weigh the evidence first, then read when merchants should refund or fight.

Skincare Chargeback Questions Merchants Ask

Can a customer file a chargeback for a faulty skincare product?

Yes. A customer can file a not-as-described or defective chargeback for a faulty skincare product. Visa handles it under condition 13.3 and Mastercard under reason code 4853. The merchant responds with the purchase-time listing, proof of what shipped and any remedy offered.

Can customers dispute a charge for a defective cosmetic item?

Customers can dispute a charge for a defective cosmetic item when it arrives damaged, leaking, expired or not working as described. A merchant can contest it with condition reports, batch or lot records, packaging proof and support history. If the item was faulty, a refund or replacement is often the better outcome.

Is it hard to win a not-as-described chargeback?

A not-as-described chargeback is winnable when the merchant can show the shipped product matched the purchase-time promise. It is hard to win with tracking or a return policy alone, because neither proves the goods matched the listing. Clear, labeled product records make the biggest difference.

How do sellers win a PayPal dispute for an item not as described?

Sellers win a PayPal not-as-described dispute by proving the item matched the listing. Useful proof includes the original listing, product photos, shipped label details and messages with the buyer. PayPal Seller Protection excludes these claims, so the evidence has to carry the case.

Does a return policy stop a skincare chargeback?

A return policy does not stop a skincare not-as-described chargeback on its own. Visa states that a merchant’s return policy has no bearing on condition 13.3 disputes. The merchant still needs to show the product matched its description or that a remedy was completed.

Turn Every Skincare Complaint Into a Traceable Record

Skincare disputes are won or lost on one link: the promise, the product shipped and the payment. The same principle runs through every health and beauty chargeback type. Brands that save offer versions and tie them to lot-level fulfillment can answer these claims with records instead of guesses.

Chargeflow has helped merchants recover $200M+ in revenue. Chargeflow Automation pulls order, fulfillment and support data into reason-code-specific evidence for each dispute. Use the health and beauty solution page to see how it fits your stack, and ask for a demo with a real, redacted product-description case.

Source review: October 29, 2026. Worksheets are original editorial frameworks. All worked case IDs, amounts and timelines are hypothetical; no actual customer outcome or recovery forecast is implied. Check the current case, provider and applicable rules before submission.
