Visa Compelling Evidence 3.0 Explained: What Merchants Need to Know in 2026

En resumen:

  • Visa CE3.0 can remedy eligible 10.4 card-absent fraud claims before or after a dispute, depending on the route.
  • Ordinary purchase history needs two earlier transactions more than 120 and no more than 365 days before dispute processing.
  • At least two eligible elements must match, including IP or device ID/fingerprint, and device ID plus fingerprint is not an independent pair.
  • Since October 17, 2025, Visa Secure can qualify US transactions for CE3.0 automatically, and resolved CE3.0 cases can stay out of the VAMP ratio.
  • From October 24, 2026, the expanded route accepts qualifying history across merchants and associated credentials, with regional and acquirer limits.

Visa Compelling Evidence 3.0 (CE3.0) lets merchants remedy eligible Visa 10.4 card-absent fraud claims using qualifying earlier transaction data. In short, CE3.0 is Visa's rule for proving that a "fraud" buyer is a repeat customer. You can send that proof before a dispute through a supported pre-dispute route. You can also send it after a dispute through your acquirer.

Meeting the criteria can shift liability to the issuer. But sending evidence does not by itself mean a dispute was prevented or won.

Legitimate chargebacks protect cardholders when a payment is unauthorized or a purchase goes wrong. Disputing a real purchase as fraud is friendly fraud, also called first-party misuse and one type of first-party fraud. When a cardholder keeps the goods on purpose and still disputes the payment, it is often called digital shoplifting.

Visa introduced CE3.0 to fight this. The first version took effect in April 2023. The rule version and your provider's supported route decide which history you can use. Below we break down how CE3.0 works and how to meet its rules.

Why Compelling Evidence 3.0 Matters for Merchants

Most fraud claims on online orders come from real cardholders, not criminals. These numbers show the scale:

75%
Share of fraud at online businesses that is first-party fraud (Ethoca research cited by Mastercard)
64%
Merchants reporting rising first-party misuse (Merchant Risk Council, 2026)
$36.9B
Projected global chargeback cost to merchants in 2026, rising to $46.1B by 2029 (Mastercard, Datos Insights)
1.5%
Visa VAMP Excessive threshold for US, Canada, EU and Asia Pacific merchants since April 1, 2026

What is Compelling Evidence 3.0 in simple terms?

Visa define las pruebas convincentes como «la demostración de que el titular de la tarjeta participó en la transacción, recibió los bienes o servicios, o se benefició de la transacción».

CE3.0 adds a set test for Visa 10.4 claims. It does not replace the evidence rules for a cancellation, delivery or service complaint. Those still follow standard compelling evidence rules. For fraud claims that miss CE3.0, see how to win an unauthorized transaction chargeback.

For ordinary purchase history, check all of the following:

  1. Two earlier transactions on the same payment credential were not reported as fraud.
  2. Both were processed more than 120 and no more than 365 calendar days before dispute processing. Visa gives a separate exception to the 120-day rule for Original Credit Transactions.
  3. At least two eligible elements match the disputed transaction and both earlier ones: account/login ID, full delivery address, device ID/fingerprint, or public IP address. At least one match must be the IP address or device ID/fingerprint.
  4. Give the required transaction descriptions and use the route your acquirer supports.

Qualifying data can support a pre-dispute rejection or a later remedy. Keep those outcomes apart in your reporting. Source: Visa's CE3.0 client FAQ and the current rules cited below.

Compelling Evidence 3.0 Requirements at a Glance

RequisitoWhat Visa Asks For
Tipo de litigioVisa Dispute Condition 10.4, Other Fraud: Card-Absent Environment
Prior transactionsAt least 2 earlier transactions on the same credential, not reported as fraud
Age of prior transactionsMore than 120 and no more than 365 calendar days before dispute processing
Matching dataAt least 2 of: account/login ID, delivery address, device ID/fingerprint, IP address
Required matchOne match must be the IP address or the device ID/fingerprint
Result when metLiability can shift to the issuer

Stripe's CE3.0 API docs state the window as 120 to 364 days, while Visa's rules and FAQ say no more than 365 days. Follow your processor's field checks when it submits for you.

What Changes for CE3.0 on October 24, 2026?

For disputes processed on or after October 24, 2026, qualifying history may use the same card or an associated credential, such as a token, at one or more merchants. Visa excludes Chile from this expanded invalid-dispute rule. Device ID and device fingerprint count as similar elements. So you cannot use that pair as two separate matches.

At pre-arbitration, an acquirer may submit only transaction data it accepted and processed. Ask your provider which history it can access and which route it supports. Do this before you treat a first purchase at your store as eligible. The rule change does not give you access to another merchant's customer records.

How Visa Secure Can Qualify Transactions for CE3.0 Automatically

Visa now checks some transactions for CE3.0 on its own. Effective October 17, 2025, Visa began automatically qualifying transactions for CE3.0 through Visa Secure, including Visa Data Only, in the US region. Effective April 17, 2026, Visa added a fee for successful qualifications.

  • What it means: rich 3D Secure 2 (Visa Secure) data at checkout can feed CE3.0 matching without a manual packet.
  • What to check: ask your acquirer whether the fee applies to you and how qualified cases show up in your reports.
  • What it does not change: the 10.4 scope, the history window and the data-match test still apply.

How CE3.0 Affects Your VAMP Ratio

Every dispute and fraud report can count toward Visa's VAMP program. The Excessive threshold is 1.5% for most regions since April 1, 2026. CE3.0 can help keep resolved cases out of that count.

  • Exclusions: Checkout.com's VAMP guidance lists disputes resolved through CE3.0 and Verifi among the exclusions from the ratio.
  • Timing: the dispute and its resolution must fall in the same month to be excluded, per the same guidance.
  • Fees still apply: a CE3.0 win does not always remove the dispute fee.

CE3.0 vs Order Insight vs RDR vs Standard Representment

CE3.0 is one of several Visa tools. Each works at a different stage, so many merchants use more than one.

HerramientaWhen It WorksPara qué sirveIdeal para
CE3.0 via Verifi Order InsightBefore a disputeShares matching order history so the issuer can stop a 10.4 claimRepeat buyers who claim fraud
Resolución rápida de litigios (RDR)Before a disputeRefunds the cardholder by your preset rulesLow-value claims you would refund anyway
CE3.0 remedyAfter a dispute, through the acquirerSends qualifying history to shift liability back10.4 claims that reached the chargeback stage
Standard representmentAfter a disputeSends evidence matched to the reason codeDelivery, cancellation and product claims

¿Cómo se cumplen las directrices de Visa sobre «pruebas convincentes»?

CE3.0 rewards merchants who capture and keep transaction data on every order. Follow these steps.

1
Capture the four data elements
Store IP address, device ID or fingerprint, account/login ID and delivery address on every order.
2
Keep at least 365 days of history
The window reaches back up to 365 days, so keep records longer than that.
3
Match descriptions and descriptors
Keep clear product descriptions and a consistent billing descriptor across orders.
4
Check the pair before you submit
Run the field test above, then confirm the history dates.
5
Send through a supported route
Use pre-dispute Order Insight or your acquirer's CE3.0 remedy flow.

1. Recopilar y almacenar los datos correctos de cada transacción

Start gathering CE3.0 remedy criteria on every order: customer shipping addresses, IP addresses, device IDs or fingerprints, and account/login IDs. Capturing this data early means you already hold the matching history when a customer files a dispute. Capture the real customer IP, not your server or load balancer IP.

2. Automatizar disputas posteriores a la compra disputas mejorar el enriquecimiento de los datos

Data enrichment is a strong way to meet CE3.0 rules. When you see a cardholder's buying pattern and digital footprint, you can decide whether to approve an order. You can also build qualifying evidence on its own when a dispute arrives. For a step-by-step view of automated evidence generation, see the linked guide.

Chargeflow's chargeback automation solution uses AI, machine learning and in-house fraud models to spot fraudsters, confirm order validity and win disputes. It also builds and sends evidence-backed responses for you.

Frequently asked questions about Compelling Evidence 3.0

What is CE3 in chargebacks?

CE3, or Compelling Evidence 3.0, is a Visa rule for 10.4 card-absent fraud chargebacks. It lets a merchant show two earlier undisputed purchases with matching IP, device, login or address data. When the data qualifies, liability can shift back to the issuer.

¿Cuál es la diferencia entre la CE3.0 y las pruebas convincentes estándar?

Standard compelling evidence can support any disputed transaction. CE3.0 adds a set history-and-data test that can remedy eligible 10.4 fraud claims. It works before a dispute or through the acquirer after one. The pre-dispute option uses Verifi Order Insight.

¿A qué categoría de litigios se aplica CE3.0?

CE3.0 applies to Visa Dispute Condition 10.4 (Other Fraud – Card-Absent Environment). This is the category most tied to friendly fraud in card-not-present sales. Mastercard's match for reason code 4837 is Mastercard First-Party Trust. See CE3.0 vs First-Party Trust for how the two compare.

¿Cuántas transacciones anteriores necesito?

For ordinary purchase history, Visa CE3.0 needs two earlier qualifying transactions. They must be processed more than 120 and no more than 365 days before dispute processing. At least two eligible elements must match, including IP or device ID/fingerprint. From October 24, 2026, check the expanded history route and regional limits above.

Can a First Purchase at My Store Qualify?

A first purchase at your store may qualify for Visa CE3.0 under the expanded October 24, 2026 route. The card needs the required earlier history at other merchants, and every other condition must be met. A card without qualifying history cannot pass. Ask your acquirer about support, access and regional limits.

Do CE3.0 disputes count toward the VAMP ratio?

Disputes resolved through Visa CE3.0 can be excluded from the VAMP ratio, according to Checkout.com's VAMP guidance. The dispute and its resolution must fall in the same month. Check with your acquirer, because its reporting sets your official count.

Which chargeback software supports Compelling Evidence 3.0?

Look for chargeback software that captures IP, device, login and address data on every order and submits Visa CE3.0 evidence through your processor. Chargeflow Automation builds card-scheme-compliant evidence, including Compelling Evidence 3.0, and charges only for chargebacks it recovers.

¿Garantiza CE3.0 que voy a ganar el litigio?

No. Visa CE3.0 needs qualifying data and the correct supported route. A missing match, too little history or an unsupported submission can block qualification. Keep the formal dispute deadline while your provider checks eligibility.

Keep Eligibility Separate From Recovery

Record these for every CE3.0 case
•Rule version used
•History used and its dates
•Matching elements
•Submission route
•Provider result

A failed CE3.0 check still leaves a choice about the formal chargeback and its response deadline under the Visa chargeback rules.
