Chargeback rules define when a card payment can be disputed, what evidence supports a response, and how the case can progress. Card networks establish their dispute frameworks, while issuers, acquirers, and payment processors carry out different parts of the process.

Start with the relevant card network’s rules. The issuer assesses the cardholder’s dispute and the evidence received through the network process. Your acquirer or payment service provider communicates the case and the requirements for your response.

A useful internal case record keeps these roles distinct. Write down the network, processor, reason code, case stage, submission deadline, and assigned owner. Avoid treating a processor notification as a general statement about every card network.

Choose Evidence by the Disputed Issue

Your first task is to identify what the cardholder is contesting. Use the chargeback reason code as the starting point, then read the actual allegation.

  • Non-receipt: organize fulfillment and delivery records around the order and recipient.
  • Product or service description: retain the offer shown at purchase and records relevant to the alleged mismatch.
  • Cancellation: compare the customer’s cancellation request with the billing and service timeline.
  • Credit not processed: reconcile the promised credit, refund transaction, and relevant communications.
  • Unauthorized purchase: collect the permitted evidence relevant to authorization or participation, and check whether a liability-shift rule applies.

Do not discard delivery records simply because the case concerns fraud. Their relevance depends on the applicable condition and other evidence. Equally, proof of delivery does not automatically answer every allegation. If you suspect friendly fraud, explain the records rather than accusing the customer without support.

Create an attachment index with a short statement of what each record shows. For example, identify whether a customer message confirms receipt, requests cancellation, or acknowledges a refund. Keep those claims precise so the reviewer does not need to infer the connection.

Separate Filing Limits From Your Response Deadline

A cardholder filing period, a network exchange period, and your merchant deadline are different clocks. Processor response guidance illustrates why: Stripe describes a response window usually ranging from 7 to 21 days. Follow the deadline assigned to your actual case.

Visa’s rules include 120-day filing periods for specified conditions and a 540-day outer limit in certain extended scenarios. The 540-day provision is not a blanket cap on every stage from chargeback through arbitration. Check the relevant condition’s timing table.

Set your own review cutoff before the processor deadline. Assign responsibility for missing documents and confirm that the final packet was submitted. A saved draft is not a submission receipt.

Understand Monitoring Separately From Representment

Winning a dispute and preventing a dispute are different outcomes. A recovery report should not be used as proof that a monitoring ratio has fallen. Reconcile program data with your acquirer and check which exclusions apply.

Visa’s VAMP fact sheet defines its count-based ratio using fraud reports plus disputes divided by settled transactions, with specified exclusions. For AP, Canada, the EU, and the U.S., it states an excessive-merchant ratio threshold of at least 1.5% from April 1, 2026, alongside a monthly count of at least 1,500 fraud reports and disputes, subject to its acquirer-status conditions. Other regions differ.

For planning, ask your acquirer to confirm the applicable region, counts, exclusions, reporting period, and remediation requirements. The VAMP guide explains the program context; keep Mastercard monitoring as a separate review rather than treating it as the same metric.

Use chargeback alerts where supported as an early-resolution workflow. Do not assume ordinary evidence submission removes a filed dispute from monitoring calculations.

Build a Repeatable Response Checklist

  1. Validate the case. Match the disputed payment to the order and check the allegation.
  2. Reconcile money movements. Identify refunds, credits, or earlier dispute activity before preparing a response.
  3. Choose the action. Decide whether the records support contesting the case or accepting it.
  4. Assemble evidence. Map each attachment to a disputed fact and remove irrelevant material.
  5. Submit and record. Keep the submission confirmation with the case record.
  6. Review the outcome. Identify a communication, fulfillment, or payment control that could address recurrence.

This process supports chargeback representment without assuming procedural compliance alone guarantees a win. Evidence, eligibility, and the decision maker’s assessment still matter.

Assess Escalation With Your Acquirer

If a case progresses after your response, confirm the next stage and permitted action. The chargeback process can involve further exchanges and network escalation, depending on the framework.

Before proceeding, request the applicable fees, deadline, evidence requirements, and possible financial exposure. Compare those with the disputed amount and the strength of the specific case. Do not treat escalation as a routine extension of the first response.
