Resumo:
- Confirm the case route and the buyer’s actual complaint.
- Use verified facts, a concrete next step and an achievable follow-up time.
- Hand escalated cases to an evidence owner and retain submission confirmation.
A PayPal dispute response should help the buyer understand what happened and give the case reviewer a traceable record if the issue escalates. Start with the complaint, confirm the order facts and offer only a resolution your team can complete.
Use the Full PayPal dispute guide for definitions and filing windows. This playbook focuses on customer messages and the handoff from conversation to evidence.

Identify the Case Before Writing to the Buyer
Identify whether the case is a buyer-seller dispute, a PayPal claim or a card-issuer chargeback. A Purchase Protection dispute allows messages in the Resolution Center; escalating it asks PayPal to investigate. A card chargeback follows the issuer’s decision process.
PayPal’s escalation guidance says a dispute automatically closes after 20 days unless escalated. Keep that window separate from any response deadline shown on a claim or chargeback.
- Confirm the case and transaction identifiers.
- Write down the actual allegation and current action requested.
- Collect order, fulfillment, support and refund records.
- Choose a factual customer response and an achievable next step.
- Record the message, offered resolution and next follow-up date.

Write a Factual Response With a Concrete Next Step
The examples below are starting points. Replace bracketed details with verified facts, remove anything you cannot support and send through the appropriate case route.
Example: Item not received
“I’m reviewing order [order ID], placed on [date]. The carrier record shows [current status] as of [date], and the promised delivery window was [window]. We are checking [specific issue] and will update you by [time]. If delivery cannot be completed, we will explain the available resolution through this case.”
Retain the actual shipment history and the delivery destination. Use the PayPal non-delivery evidence guide to prepare the supporting records. Do not describe a dispatched parcel as delivered.
Example: Item not as described
“Thank you for explaining the difference between the item ordered and the item received. Please confirm [the specific missing or incorrect feature] so we can compare it with the listing and fulfillment record. We can offer [verified resolution]. We will record the agreed next step and its completion here.”
Address the alleged difference directly. Preserve the listing from purchase and the supplied-item record for a not-as-described response.
Example: Refund status
“For order [order ID], our records show a refund of [amount and currency] on [date], with reference [reference]. Its current status is [status]. We are checking [unresolved discrepancy] and will update you by [time].”
Use a completed refund reference when available. An internal intention to refund is not evidence that the customer received the correction.
Review every message before sending
- Answer the complaint without accusing the buyer of fraud.
- Avoid guarantees about PayPal or issuer decisions.
- Keep promises specific: action, owner and follow-up time.
- Preserve the full conversation so quoted excerpts retain context.
- For an unauthorized-payment allegation, investigate the authorization evidence rather than relying only on a polite conversation.

Hand Off Escalated Cases to an Evidence Owner
When the case escalates, move it from the support conversation queue to the evidence queue. Read the current request and deadline in the Resolution Center. The same person may perform both tasks, but the checklist should show that the handoff happened.
| Handoff field | What to record |
|---|---|
| Case and transaction | Identifiers, disputed amount and current route. |
| Complaint | The buyer’s specific allegation and relevant communications. |
| Evidências | A labeled record list with the event each attachment establishes. |
| Resolution attempts | What was offered, accepted and completed; include refund references. |
| Ownership | Who reviews, who submits and who tracks the outcome. |
Submit relevant records and a concise event timeline through the route requested in the case. Keep copies and submission confirmation. Additional information requests need their own owner and due date. Our guide on how to win PayPal chargebacks explains which evidence fits each case type.
If the outcome is adverse, use the actual appeal option and requirements rather than reopening the same customer argument. The PayPal appeal guide covers that separate stage. For supported evidence collection, see the Chargeflow PayPal integration.
