TL;DR:

  • A PayPal chargeback is filed with the buyer’s card issuer, which decides the case; PayPal only forwards the seller’s evidence.
  • Fees follow the payment route: PayPal-account and guest-checkout cases use the $15 or $30 Dispute Fee, while other card payments carry a $20 Chargeback Fee.
  • The high-volume fee needs both a 1.5% or higher dispute ratio and more than 100 sales in the prior three full calendar months.
  • Reason codes such as 30, 37, 53, 55, 83, and 85 are network codes that tell you which evidence to send.
  • Respond by the deadline shown in the case, then reconcile refunds, fees, and Seller Protection on the closed case.

A PayPal chargeback is a cardholder dispute initiated with the buyer’s card issuer. Unlike a PayPal dispute or claim, the issuer decides the outcome. Merchants can still respond through PayPal’s Resolution Center, where PayPal collects evidence to help contest the chargeback.

For sellers, four questions matter most:

  • Which payment route did the buyer use?
  • Which fee applies?
  • Does Seller Protection cover the payment?
  • What response deadline does the case show?

A bank-initiated case does not automatically mean a flat $20 fee. PayPal-account and guest-checkout payments follow different fee rules.

Wat is e Zijn , precies, een PayPal-chargeback?

The buyer disputes the payment with their card issuer. The issuer sends the case through the card network to PayPal. PayPal notifies the seller and may hold the disputed funds while the case is reviewed.

According to PayPal’s chargeback response instructions, sellers can open the case in the Resolution Center. There they can add tracking, proof of a refund, or other relevant evidence. The issuer makes the final decision.

  • Check the case deadline. Respond to the specific notice rather than relying on a general timeline.
  • Identify the payment route. Fees depend on whether the transaction used a PayPal account or guest checkout, and on the seller’s applicable terms.
  • Review protection and reporting separately. Seller Protection and the dispute-rate calculation have their own rules. A waived fee does not always remove a case from the ratio.

Can a Buyer File a Chargeback on a PayPal Payment?

Can you chargeback on PayPal? Yes. A buyer who paid with a credit or debit card can dispute the charge with their card issuer. This works for PayPal goods and services payments too. The buyer skips PayPal’s Resolution Center and goes straight to the bank.

For the seller, this changes three things:

  • The decision maker. The card issuer decides, not PayPal.
  • The time limit. Card network rules apply. Many Visa and Mastercard reasons allow about 120 days, as covered in Chargeflow’s chargeback time limit guide.
  • Seller Protection. PayPal’s Seller Protection terms say item not received claims filed with the card issuer are not eligible.

PayPal’s Disputes API labels each case by channel. INTERNAL means the buyer filed with PayPal. EXTERNAL means the buyer went to their card issuer or bank. ALERT is a pre-chargeback alert raised after the buyer called their issuer, per the PayPal Customer Disputes API.

PayPal-geschil versus PayPal-terugvordering

A PayPal dispute begins with communication between buyer and seller. A claim asks PayPal to decide the case. A chargeback asks the card issuer to decide it.

This seller guide focuses on chargeback fees and the response workflow. For the full three-way mechanics, including how a Dispute escalates into a Claim, see our complete PayPal Dispute reference.

Wat een PayPal-terugvordering een verkoper kost

The following amounts are for US sellers and USD payments. Check the current PayPal merchant fee schedule and your local agreement for other currencies and markets.

$15
US Standard Dispute Fee
$30
US High Volume Dispute Fee
$20
Chargeback Fee, other card payments
  • PayPal-account or guest-checkout payments: a bank chargeback can fall under the Dispute Fee, just like an eligible PayPal claim. The standard USD fee is $15; the high-volume fee is $30.
  • Card payments outside those routes: the separate USD Chargeback Fee is $20. The payment route decides which fee to check, not the fact that a bank opened the case.
  • High-volume threshold: PayPal’s US agreement uses a dispute ratio of at least 1.5% and more than 100 sales in the preceding three full calendar months. Do not apply the ratio threshold alone.
  • Exclusions and waivers: the standard Dispute Fee is not charged on cases that meet Seller Protection or are decided in the seller’s favor. High-volume exceptions are narrower. Check the exact case and current US User Agreement before treating a fee as unavoidable.

For a line-by-line fee breakdown, including when a PayPal chargeback fee refund applies, see Chargeflow’s guide to PayPal chargeback and dispute fees.

Fees are only one part of the financial loss. LexisNexis’s 2026 US retail and ecommerce fraud study reports $5.13 in total cost per $1 of direct fraud loss. That is a broad fraud-cost measure, not a PayPal chargeback multiplier.

For your own case, add up the disputed amount, unrecovered goods, fees, and staff time. Do not count the same loss twice.

Waarom komen er ‘ Chargebacks ’ voor? (Vanuit het perspectief van de koper)

Most of the reasons behind a chargeback sit on the buyer's side. Knowing them shows why prevention, not appeal, is a merchant's best lever. Card networks group issuer reason codes into a few buckets:

RedenWat de koper beweertEvidence to review
Payment authentication, account activity, and order records
Shipment, delivery destination, and fulfillment records
Listing, product condition, return policy, and buyer communications

A reason code names the allegation. It does not prove the buyer’s intent. Some cases involve friendly fraud, where the purchase was real but the buyer disputed it anyway. Common causes:

  • Convenience, or confusion over a billing descriptor.
  • A forgotten charge from PayPal automatic payments.
  • A household member using a shared card.

Read the real complaint and records. Do not guess a motive from how the case was filed. Genuine unauthorized use happens too. PayPal Seller Protection is designed to cover it when a seller meets the rules. Buyers also have their own Purchase Protection program, which pushes them toward filing when a deal goes wrong.

PayPal Chargeback Reason Codes Decoded

PayPal case details and reports can show the card network’s own reason code. PayPal says each issuer uses its own code format. Many sellers still see older two-digit codes, such as 30, 37, 53, 55, 83, or 85. This table maps the common ones to their meaning and current network category.

1
The cardholder contacts their bank
They report the payment as unauthorized, not received, or not as described. They contact the bank, not PayPal.
2
The issuing bank assigns a reason code
The issuer requests the funds back from the acquiring side through the card network.
3
PayPal is notified and reverses the funds
As the payment service provider, PayPal reverses the funds from the seller's account, often before any evidence is reviewed.
4
The applicable fee is assessed
Check the payment route, outcome, protection status, and any fee exception separately from the disputed amount.
5
The merchant responds in the Resolution Center
Submit the relevant evidence by the case deadline. PayPal helps contest the chargeback, and the card issuer decides.
6
Reconcile the closed case
Check the decision, released or reversed funds, any earlier refund, fees, and Seller Protection treatment.

How to Respond to a PayPal Chargeback

Open the Resolution Center, select the chargeback, and read the status and deadline. Then choose Respond Now. Provide the tracking, proof of a refund, or other evidence that fits the buyer’s allegation.

PayPal forwards the information to help dispute the chargeback. It does not replace the issuer as the decision maker. For the evidence that fits each case type, see how to win PayPal chargebacks.

PayPal chargeback response checklist
✓
Read the reason code and match your evidence to it.
✓
Attach tracking with a delivered status and an address that matches the order.
✓
Add proof of any refund already issued, so the buyer is not paid twice.
✓
Include buyer messages, listing screenshots, and your return policy for not-as-described claims.
✓
For digital goods, add download, login, or usage logs tied to the buyer.
✓
Submit before the deadline shown in the case, not a general timeline.

Match the evidence to the specific payment and reconcile existing credits before accepting liability or refunding again. Our PayPal dispute evidence guide has more preparation tips. Note that a PayPal claim appeal and a bank chargeback response follow different processes.

Hoe verkopers hun PayPal-kosten verlagen Chargebacks

Combine early prevention with a prepared response process. Useful merchant controls include:

  • Ship with tracking, every time. Keep delivery status and destination records that tie the shipment to the disputed order.
  • Keep listings accurate and save the version the buyer saw, so you can assess a “significantly not as described” allegation.
  • Use fraud screening at checkout, including 3-D Secure and PayPal’s own PayPal fraud protection tools, to cut genuinely unauthorized transactions.
  • Watch your dispute rate using the full high-volume criteria, and check Seller Protection eligibility for each transaction. The fee tier alone does not show whether a transaction is protected.
  • Set up early-warning tooling. Chargeback alerts can flag a dispute before it becomes a full chargeback, giving you a chance to refund or resolve it directly.
  • Act on PayPal's own pre-chargeback alerts. PayPal's pre-chargeback alert has its own instructions and deadline. Follow the notice and check prior credits before refunding.

These fixes matter beyond PayPal, too. If you sell through several checkout options, read the broader ecommerce fraud prevention guide. A primer on how a payment service provider (PSP) like PayPal fits into your dispute exposure is also worth a read.

Newer checkout paths add new wrinkles. AI agent chargeback liability and agentic commerce disputes are both becoming more common. The same question keeps showing up: who is actually deciding the reversal, the platform or the bank.

Veelgestelde vragen over terugboekingen via PayPal

Wat Zijn een PayPal-terugboeking?+

A PayPal chargeback is a payment dispute initiated with the buyer’s card issuer. The issuer decides the outcome. Sellers can still respond and provide evidence through PayPal’s Resolution Center.

For US USD payments, bank chargebacks on PayPal-account or guest-checkout transactions can carry a $15 standard or $30 high-volume Dispute Fee. Card payments outside those routes have a separate $20 Chargeback Fee. Applicable exclusions, protection, and local terms matter.

A merchant can respond to the chargeback in PayPal’s Resolution Center and provide evidence for PayPal to forward. The card issuer decides the case; this is different from asking PayPal to decide or appeal an internal claim.

Chargeback filing limits depend on issuer and network rules and the dispute reason. Sellers should meet the response deadline shown in their case. PayPal’s 20-day dispute-escalation window is a separate deadline, not a guaranteed chargeback resolution period.

Chargebacks can contribute to PayPal’s dispute-rate calculation, subject to the agreement’s definitions. The US high-volume fee criteria combine a ratio of at least 1.5% with more than 100 sales over the prior three full calendar months. Seller Protection is assessed separately.
