These distinctions come from PayPal’s U.S. Seller Protection terms. An exclusion from the program does not automatically determine whether the underlying dispute is valid. Merchants can still assess the facts and available response options.

Build a transaction-specific evidence file

Start with the transaction ID, order number, item description, payment date, fulfillment date, and customer communication. Explain how each record relates to the buyer’s stated issue. An organized file makes it easier to identify missing information before the response deadline.

  • Physical orders: Retain the transaction address and carrier records. Separate shipment evidence from evidence that the carrier completed delivery.
  • Digital products: Preserve records connecting the order to delivery, access, or download events.
  • Services: Keep the agreed scope, completion records, and relevant customer acknowledgments.
  • Every case: Read the request in the Resolution Center and submit by the deadline shown.

Does PayPal require a signature over $750?

The rule depends on the transaction date and applicable terms. PayPal’s U.S. help page says transactions processed before January 26, 2026, over $750 USD require signature confirmation. For transactions after that date, it recommends signatures but says they are not mandatory. Check the current shipment and delivery guidance and the case instructions rather than applying an old threshold to every order.

Purchase Protection addresses eligible buyer complaints. Seller Protection addresses a merchant’s eligibility to retain funds under a separate program. Review both the customer issue and the merchant’s coverage position; they are related questions with distinct requirements.
