PayPal Purchase Protection is a buyer program for eligible purchases that are not received or are significantly different from their description. A qualifying claim can result in reimbursement, subject to the applicable terms and PayPal’s review.

For merchants, clear listings, reliable fulfillment records, and timely communication support a fair resolution. This guide references U.S. policies; other account countries may have different requirements.

Which purchases and complaints qualify?

Eligibility is conditional. PayPal’s purchase-coverage help page lists exclusions such as Friends and Family payments, vehicles, real estate, and certain other categories. Its custom-made-item exclusion applies to Significantly Not as Described claims. Digital purchases are not categorically excluded merely because they have no physical shipment.

When a complaint arrives, identify what the customer says went wrong. “I did not receive access” needs a different response from “the service did not include the agreed deliverable.” Preserve the listing, order confirmation, and correspondence that establish the purchase terms.

Which deadlines matter?

Under the U.S. Purchase Protection terms, Item Not Received disputes must be opened within 180 days of payment. Significantly Not as Described disputes must be opened within 30 days of delivery or fulfillment, or 180 days of payment, whichever comes first.

An unresolved dispute must be escalated within 20 days of opening to become a claim; otherwise it closes. That is an escalation deadline, not a universal merchant response window. Follow the dates in the case for requested information. PayPal says claim decisions usually take about 14 days, although some take 30 days or longer. See its dispute and claim guidance.

Resolve customer issues and keep a clear record

If fulfillment failed or the item differs from the listing, evaluate an appropriate remedy. Record any refund in the payment and case history so the teams handling the complaint have the same information. Do not assume that a support message alone closes a formal case; check its status.

If the evidence supports your position, respond professionally and address each disputed fact. Avoid assumptions about the buyer’s intentions. A mistaken delivery expectation, an unclear product description, and an unauthorized payment require different operational fixes.

What if the buyer contacts their card issuer?

A card-funded purchase may also have card-dispute rights. U.S. PayPal terms do not allow simultaneous pursuit of the same dispute through PayPal and the card issuer or double recovery. If the buyer files with the issuer, PayPal closes its dispute or claim. Review the card case independently and follow its response instructions.
